Walnut Springs Declaration, Conditions and Restrictions Article V and Article VI discuss members, members agreement to pay the yearly maintenance fee and penalty for not paying. Maintenance fees are paid in advance of each new year. Statements are sent out in November and payment for the new year is due before the new year starts. After the due date interest is added at the rate of 18% per annum. The Covenants also give the Association the right to bring an action at law against an owner who fails to pay the maintenance fee.
